Where can you smoke in Singapore?

Singapore has been tightening its smoking control regulations in recent years. First and foremost, smoking is prohibited anywhere marked with a “no smoking” sign. If caught violating the rule, you may end up losing nearly an entire month’s salary to fines. In addition, smoking is banned in the locations listed below:

  1. 1.Starting from 1 January 2019, a public smoking ban took effect along Orchard Road. The smoke-free zone stretches east from the junction of Grange Road and Tanglin Road to Dhoby Ghaut MRT Station, and northwards to Scotts Road. If you really need to smoke, you may only do so within areas marked with yellow lines. These designated smoking zones have clear signage, ashtrays and bins for cigarette butts.

  2. 2.No-smoking signs can be found along the corridors and around the lifts of HDB blocks. Penalties will be imposed once violations are detected. Smoking is forbidden in all common areas of HDB estates.

  3. 3.Smoking is prohibited at Singapore’s 17 reservoirs and 400 parks. This includes neighbourhood parks managed by town councils and JTC Corporation, as well as 251 estate parks under the National Parks Board. Offenders may be fined up to S$2,000.

  4. 4.Most restaurants, schools and residential precincts are smoke-free. If you spot a no-smoking sign on the street, do not take out your cigarette, or you will face heavy fines.

  5. 5.The minimum legal age to buy and consume tobacco products in Singapore is currently 21. Persons under 19 who purchase, possess or use tobacco products may be fined up to S$300.

  6. 6.The government mandates that every cigarette sold locally must bear the “SDPC” mark, signifying that Singapore duty has been paid. Law enforcement officers conduct random spot checks island-wide. Anyone found selling or possessing cigarettes without the SDPC mark will be charged with illegal possession of duty-unpaid cigarettes and fined S$500 per pack of 20 sticks.

  7. 7.Smokers who travel frequently should exercise extra caution. You cannot bring cartons of cigarettes into Singapore. Smoking in public areas or on public transport incurs a fine of S$1,000. If you wish to bring your preferred tobacco products, declare them to customs officers upon collecting your luggage at the airport. A carton attracts roughly S$70 in customs duty. Keep your duty payment receipt safe. Authorities carry out random inspections. If caught with undeclared cigarettes, you will be fined S$300 per pack. Severe cases may result in entry bans. Do not assume you can avoid customs checks; the consequences are severe. Many travellers, including parents, have paid heavy fines since these rules were enforced.

  8. 8.Cigarettes are extremely expensive in Singapore due to high tobacco taxes. Some people attempt to profit by smuggling cigarettes into Singapore and selling them cheaply via WeChat. Singapore Police Force warns that illegal transactions on social platforms such as WeChat, if uncovered, will attract fines of up to 40 times the evaded tax, as well as imprisonment for up to six years.
